In implementation of the Action 1 Coordination of the Project №: 3761-EPP-1-2015-1-BG-EPPKA3-AL-AGENDA – “National coordinators in the implementation of the European Agenda for Adult Learning” began a pilot process for creation of regional coordination groups for lifelong learning.
The creation of groups will be made within five roundtables. They are organized and will be conducted by representatives of the team of the National Coordinator for Adult Learning with the active cooperation of the regional coordinators for adult learning and their deputies. At this stage of realization of national priorities for the period 2015-2017, the programmed implementing the European Agenda for Adult Learning, piloting coordination groups were planned to be implemented in areas, representing the six planning regions.
The pilot process will proceed in two phases carried out in North and South Bulgaria. For the period 14-17 June and 7-8 July coordination groups will be set in the districts of Gabrovo, Ruse and Vidin, and ranging from 22-24 of June – in the regions of Pazardzhik and Burgas. For the first time the team of the National Coordinator for Adult Learning undertakes a targeted intervention to improve the coordination of stakeholders at the regional governance level through the creation of regional coordination interaction mechanisms.
Regional coordination groups for Lifelong Learning will support the operations of the designated in 2015 regional coordinators for lifelong learning and their deputies. The groups are created in order to raise the awareness of the representatives of stakeholders at regional and local level on the priorities of the European Agenda for Adult Learning and national priorities, valid until 2020. It is foreseen during the roundtables the participants to become familiar with the mission, the objectives and the priorities of the National platform “United for adult learning”, as well as with the created during the previous periods of implementation of the European agenda for Adult learning tools for policy development at district governance level.
Within the five roundtables the team of the national coordinator for adult learning and the regional coordinators will direct their efforts to motivate stakeholder representatives from each region in a direction of active involvement in joint actions to overcome the challenges and for a progress in the sector adult learning.
The undertaken creation of regional coordination groups for Lifelong Learning provides interconnection of coordination processes taking place at national and regional governance level. Draft Model for coordination of stakeholders at district level and indicative overall structure of the composition and functions of the regional steering groups, incl. type rules have been developed. These documents, related to the work of the groups, were sent in advance to the regional coordinators, and based on them they offered a list of representatives of key institutions and organizations at regional level, incl. representative from the large municipalities in the region. The composition of the groups will be formed based on preliminary nominations from interested parties. It is envisaged that the final lists formulations of the established regional coordination groups will be published on the website of the National Coordinator for Adult Learning and the RIE of MEUS.
